PPWR: Is your company ready for the new European packaging rules?

From 12 August 2026, Regulation (EU) 2025/40 on packaging and packaging waste (PPWR – Packaging and Packaging Waste Regulation) becomes fully applicable. The new regulation introduces a broad set of requirements that will affect virtually every company placing packaging on the European Union market, from manufacturers and importers to distributors and packaging users.

Unlike the previous Directive, the PPWR establishes directly applicable rules across all Member States, promoting greater harmonisation of the European market while strengthening requirements related to sustainability, packaging design, reuse, recyclability, technical documentation and demonstration of compliance.

Much more than a legal obligation

For many organisations, the main challenge will not simply be complying with the new technical requirements, but being able to demonstrate compliance.

The PPWR introduces obligations covering, among others: Packaging conformity assessment; Preparation and maintenance of technical documentation; Issuance of the EU Declaration of Conformity; Recyclability and packaging minimisation requirements; Restrictions on the use of certain substances and; Future harmonised labelling and reuse requirements.

Meeting these obligations will require close collaboration between manufacturers, raw material suppliers and other actors throughout the packaging value chain.

RdA Climate Solutions supported ANIPC – Portuguese Association of Paper and Board Industries in the development of practical PPWR implementation guides for manufacturers and suppliers within the paper and board sector.

These guides translate the regulatory requirements into practical guidance, helping companies identify their responsibilities, organise the required technical documentation and prepare for the implementation of the PPWR. They also refer to the development of a self-assessment tool designed to help companies evaluate their level of compliance with the Regulation.
